About Tim Roper
City Leadership
As your current Clearfield City Council member, I’ve been honored to serve our community and lead efforts that create lasting impact. I’ve proudly supported and helped drive initiatives that not only strengthen the fabric of our city but do so with a firm commitment to fiscal responsibility. I believe in the careful and strategic use of taxpayer dollars—ensuring that every investment we make reflects the values, needs, and priorities of the people who call Clearfield home.
From improving our roads, parks, and public spaces to encouraging thoughtful neighborhood development, I’ve worked to make sure our infrastructure keeps pace with our city’s growth while preserving the character of our community. I’ve also championed efforts to attract and support local businesses—because I know that economic growth doesn’t happen by accident; it happens when city leaders are actively engaged in creating an environment where entrepreneurs can thrive.
My approach has always been people-first and future-focused. I believe in building a city that is not only functional, but vibrant—a place where families feel supported, businesses are welcomed and celebrated, and neighbors feel truly connected to one another. Whether through development projects, budget decisions, or community programs, my goal is to ensure Clearfield continues to be a city that we’re all proud to live in—not just today, but for generations to come.
Business Advocate
For the past four years, I’ve worked in business development at the Davis Chamber of Commerce, helping support and connect hundreds of local businesses. That opportunity gave me firsthand insight into the challenges and opportunities business owners face in Clearfield. Now, as a small business owner myself with Prompt Commander AI, I bring an even deeper understanding to the table.
Supporting local business is not just something I talk about—it’s something I live. I believe when small businesses succeed, our entire city benefits. Jobs are created, families are supported, and our economy grows stronger from within.
That’s why I’ve made it my mission to bridge the gap between entrepreneurs, city resources, and community leadership. I’ve helped business owners navigate permits, connect with mentors, and find ways to participate in shaping policy.
Looking ahead, I am developing a Clearfield Business Alliance to unite and empower local businesses. This effort will give business owners a stronger voice in city decisions and create more opportunities for collaboration and growth.
I don’t just serve on the Council. I listen, I connect, and I act. I believe leadership means showing up, building relationships, and delivering results that strengthen the whole community.
Community Connector
I believe in building strong bridges between residents, local businesses, and city government, because that’s how we create a Clearfield that truly works for everyone. Government shouldn’t feel distant or disconnected. It should feel like a partner. As a City Council member, I’ve made it my mission to bring people together, to listen actively, and to ensure every voice, whether from a long-time resident, a new family, or a small business owner is part of the conversation.
Clearfield is a city full of potential, but realizing that potential requires more than policies it requires connection. When we create meaningful relationships across our community, we unlock solutions that work in real life, not just on paper. That means supporting local businesses not just with words, but with real opportunities to grow. It means creating neighborhoods that are safe, welcoming, and designed for families to thrive. It means building a city where the decisions made at city hall reflect the hopes and needs of the people who call Clearfield home.
I’m proud to be a connector. Whether it’s helping a local entrepreneur find the right resource, supporting families through better city services, or making sure our infrastructure supports the Clearfield of tomorrow, I believe real leadership is about showing up, bringing people to the table, and getting things done with integrity and purpose.
Together, we can continue to build a Clearfield that leads with innovation, acts with compassion, and always puts people first.
My Vision for Clearfield

Connected Community
Envisions a more connected Clearfield by building strong bonds between neighbors, fostering trust, and creating spaces where community, collaboration, and belonging thrive.
Public Safety
Envisions a safer Clearfield by ensuring our police and fire services are fully supported, well-equipped, and empowered with modern tools and technology to meet the evolving needs of our community.
Economic Growth
Supports sustainable economic growth through local business, innovation, and the strategic use of AI.
Clearfield Strong: Building Business, Building Community - This isn't just a slogan, it's my commitment to creating a city where families thrive and businesses prosper.
My Priorities for Clearfield
Champion Local Businesses
I am working to establish a Clearfield Business Alliance that will strengthen the connection between the city and our local business community. This initiative is designed to create a unified space where entrepreneurs, business owners, and city leaders can collaborate, share resources, and address challenges together. By fostering open communication and supporting smart economic growth, the alliance will help attract new businesses, support existing ones, and create jobs that benefit residents across all neighborhoods. It will also provide networking opportunities, mentorship, and input on city policies that directly impact our local economy. A strong partnership between Clearfield and its business community builds more than just commerce. It builds long-term stability, local pride, and a city where businesses and families can grow together.
Public Safety
Clearfield is widely recognized as a safe, family-friendly city with crime rates below both the state and national averages. While we are not the absolute safest city in Utah, like Highland, we consistently rank as one of the more secure and supportive communities for families. I have supported efforts to hire additional police officers to match our city’s growth, strengthen community-oriented policing, and invest in modern technology that allows our officers to respond quickly and effectively. With Davis County transitioning to a virtual dispatch system, Clearfield’s decision to merge its dispatch center with Layton City has already improved emergency coordination and response times. I’ve also supported our fire services, including the expanded paramedic program and the construction of a new fire station. By keeping our public safety departments fully staffed, equipped, and connected to the community, we can maintain and build on the safe environment that makes Clearfield a great place to live.
Strengthen Community Bonds
Clearfield thrives when residents feel connected, which is why I’ve supported initiatives that bring people together and make our city a true destination. From hosting one of the largest fireworks shows in the state to leading efforts behind the city’s best parade and multiple Parties on the Bridge, I’ve championed events that create lasting memories and civic pride. These community celebrations, along with public art installations and ongoing improvements to our parks and recreational spaces, help foster a city where people want to be and connect with others. As Chair of Open Doors, I also work to ensure families in need have the resources to rise out of poverty and remain part of our community. By combining vibrant public events, safe and inclusive spaces, and meaningful support systems, we are building a stronger, more connected Clearfield for everyone.

Building our Youth
From the moment I joined the Clearfield City Council, I made it a priority to elevate youth voices in our community. Working closely with the Mayor, we established the Clearfield Youth Commission—not just as a ceremonial group or volunteer arm, but as an equal commission alongside Planning and Parks and Recreation. We believed our youth deserved more than practice debates; they deserved a real seat at the table. That is why we went a step further and appointed youth representatives to both the Planning Commission and the Parks and Recreation Commission.
Through their own fundraising efforts, members of the Youth Commission have had the opportunity to travel to Washington D.C. multiple times, gaining firsthand experience in civic leadership on a national level. More importantly, they have been given real-time responsibility and insight into what it takes to lead, serve, and build a community. Clearfield is committed to not just preparing the next generation, but empowering them right now.
